15 minutes delay is on the high end of acceptable for live systems. 1-5 minutes would allow a lot more non-high-frequency but still timing senstive systems to rely on Tardis.

That being said, I agree with the sentiment in FAQ that if sub-second latency is needed the best option is for clients to build their own connections to public exchange streams.
